Project Engineer, Capital Program in Baton Rouge, Louisiana For Sale
Job Purpose:
Manage the Site's annual capital program. Responsible for overseeing an average of 25-30 capital projects totaling up to $2.5 million dollars annually which make up the Site's capital program. Provide program summaries, project approvals, and cash flow profiles. Write Expenditure Proposals for the majority of the Site's capital program. Provide detailed engineering, construction management, and execution of capital projects, including supervision of contract designers and regular contract staff. Serve as overseer of specified sections of the OSHA PSM standard, along with technical requests generated from Site personnel.
Job Responsibilities:
Provide project engineering and management for executing the Site's annual capital spending program. This includes estimating, bid preparation, detailed engineering, design review, contractor supervision, project installation, and start up support.
Manage the Site's annual capital program from development through approval to completion.
Ensure compliance with OSHA requirements for management of change (MOC), prestart-up safety review (PSSR) and Hazard Analysis sections of the PSM standard.
The project engineering manager also is responsible for all safety issues associated with contractors brought on site for the execution of capital projects.
This position also has responsibility for the maintenance of the management of change system on capital projects.
Provide coverage for technical plant support.
Maintains an awareness of latest technical developments, government regulations and industry codes and standards, and ensures compliance.
Able to communicate with all levels of people inside and outside organization
Strong organizational skillsStrong working knowledge of engineering and manufacturing related policies.
Job Requirements:
B.S. Chemical Engineering.
P.E. license is desirable but not required.
Strong computer skills.
Technical Requirements:
Knowledge of engineering contracting and project execution contracting/strategy is a key tool for job execution.
Trained in application of process safety management (PSM) and process hazard analysis.
Contractor management and project development skills in combination with unit knowledge. This ensures that money is not wasted by performing engineering on projects that ultimately don't get installed due to lack of justification.
Knowledge of project budgeting and managing scope change during project execution.
Technical knowledge of Klea unit operations including the knowledge required for calculation of project economics, and general mechanical knowledge of major unit equipment to calculate reliability justifications.
Industry knowledge of refrigerant technical issues including catalyst, metallurgy advances, new equipment options, and safety/accident prevention
